We have removed the user from the bes and wiped the handhelds a couple of times now in the process of troubleshooting this error. The unit was working and suddenly stopped. We have contacted Verizon the carrier on this issue for support, however I don't know that we ever had them double check the users plan and knowing them that is well worth the time to do. We can only hope its thats simple a fix!

Check the phones plan. Make sure they enabled it for blackberry and not just data.
You can also remove the user from the bes and wipe the handheld and try again.
