Yes it's the best solution. And you can manage their devices centrally as well as enforce IT policies.
Do you have any more than 15 users? is that expected to grow? BPS has a max of 30 users and the upgrade cost to full BES is almost the cost of a new BES (in the UK it's actually more!)
Also bear in mind that each blackberry user puts the equivalent load of approx 3 exchange users on your exchange server, so ensure that your current SBS box isn't under a great deal of physical load already.

Yes it's free. Blackberry Professional Server comes with a 1-user cal that is easy to install AS LONG AS YOU READ THE DOCUMENTATION. i.e. don't just click setup and "next" all the way through it. There's some pre-work you'll need to do that is outlined in the installation guide.
You don't have to get one that's proprietary to Bell - all blackberry enterprise software variants will work with all carriers.
You *will*, however, need to get a blackberry service/data plan from Bell (or whomever your carrier is) as your device will need it to communicate with your BES/BPS (via the blackberry infrastructure).
