Configure device software wirelessly

We have created a software configuration policy on our BES to specify what applications should be installed on user devices, but some of the apps. e.g. brickbreaker or blackberry maps cannot be changed from wireline only. Is there a way to deploy a software configuration policy remotely (ie. to remote users)?
