Laptop Slow and High CPU temperature

Hi,

Laptop Specs

Processor : Intel Pentium M @ 1700 MHz
Chipset : Intel i910GML/i915GMS
Physical Memory : 1024 MB (2 x 512 DDR-SDRAM )
Video Card : Intel Corporation 82915GM/GMS, 82910GML Integrated Graphics Device
OS: Windows XP Home SP2
I am having issues with this laptop. In general the laptop is very hot, especially around the CPU, which causes the keyboard to get warm. RAM feels very hot as well (feeling thorugh the case not actually touching the components). This gets uncomfortable when I type.
I kept an eye on the CPU usage and CPU temperature using "PC Wizard 2008" and the general trend is as the CPU gets hotter the more the cpu useage (more resistance) the max recorded for this processor at 80% load watching a youtube video was 69 Degrees C which seems very high even for a laptop.
I cooled the laptop down (12 hours) and checked the CPU and temperature with the same youtube video running for the same amount of time and it was using 25% processor usage at 40 Degress C.
This laptop gets very hot very quickly even when left idle it gets up to 50-55 Degrees C.

Now my question is this:
Should a laptop get this hot and what could be the reasons for it?
