Need Serious Help with Verizon  Broadband Card

My son-in-law has just been reactivated in the Army after being out for two years. He is in Fort Benning, GA in a barrack. His buddy has a notebook computer with Verizon Broadband Access National (WWAN) service. It appears that the Verizon unit will allow him to connect through an ad hoc network and share the connection. In fact, he selects the network on his Dell D800 with internal wireless card. However, his computer will not pull an IP address.

They tried setting up a service with a WEP key and one without. The computer icon says they are connected, but they are not, even after reboot and ipconfig /renew.

I have never seen this card before and don't know how to help him. Being a newly wed, he is quite homesick, so I'd like to get him some assistance to get this working, if it will work.
