How to run hard disk repair/reformat when windows won't boot

I have a dell laptop that is getting the BSOD.  There is nothing important on it, so I'd prefer to just do a clean install of XP.  However, the BSOD comes up again when I boot from the XP CD and answer the first few questions like "install a new copy of XP".  I then ran a system diagnostic using the Dell tools and it told me the HDD had errors.  

I'd like to find out if those errors are repairable before I buy a new HDD.  Is there a way I can get to a DOS prompt or something and run a command that will attempt to fix the bad sectors on the HDD?
