DVD-RW driver error code 39

Hello all,
  I'm a PC hardward tech and I have run into a real problem.  One of the PC's that has come in for repair is having an issue w/ the DVD-RW drive.  
Here's the PC's specs:
WinXP SP3
512MB of RAM
AMD Athlon 997MHZ
  If you go into the Device Manager there is a yellow exclamation point next to the following:
HL-DT-ST DVD-RW GCA-4080N
and the properties states error code 39
  At this point I've done the following:
       I've uninstalled the driver and rebooted and allowed windows to reinstall the driver
       I've ran a registry editor fix from microsoft telling me to delete the Upper Filters and Lower Filters and rebooted
       I've tried a vb script straight from HP tech support named xp_cd_fix
None of the options have helped me out.  Is there a way that I can test the Drive to make sure it is functioning?  Or is my next step attempting a clean wipe of the HD and reinstall WinXP?
Please help!

To solve this Code 39 error, follow these instructions:

NOTE: After removing these registry keys and rebooting, it may be necessary to reinstall any CD or DVD recording applications.

1) Close all open programs


2) Click on Start, Run, and type REGEDIT and press Enter


3) Click on the plus signs (+) next to the following folders

HKEY_LOCAL_MACHINE
SYSTEM
CurrentControlSet
Control
Class
{4D36E965-E325-11CE-BFC1-08002BE10318}
4) This folder is the DVD/CD-ROM Drive Class Description in the registry. Look for any of the following names in the right hand column.

UpperFilters
LowerFilters
UpperFilters.bak
LowerFilters.bak
5) If  any of the above keys shown in step 4 are listed, right-click on them and choose Delete

6) After deleting the keys, close the Registry Editor

7) Reboot your computer

8) Open My Computer and check to see if your CD or DVD drives have returned. You may also want to open Device Manager and verify that the yellow exclamation and error code on the CD or DVD drive is gone.

I've already gone through all of these steps to no avail.
  Now when I go into Regedit those keys are no-where to be found.  I apologize I thought that I had mentioned in my original post that I've already attempted these steps and I'm still getting error code 39 on the DVD drive.

In device manager, delete entry of IDE/ATAPI controller. Reboot system and let windows redetects and reinstalls drivers.

Unfortunately that did not work Punky.
 I had high hopes, upon restart it found the IDE Channel and a 2nd Dual IDE Channel and the DVD drive but it pops up and says exactly:  
  Cannot Start this Hardware
Windows cannot load the device driver for this hardware. The driver may be corrupted or missing (Code 39).  I'm beginning to think that it may be an issue w/ the customers DVD drive.

How about delete all in regedit as in picture below.

Unfortunately that did not work either.  The only thing left that I could possibly do is try a reformat and reinstall of windows possibly using a different copy of the same CD?
  I don't have any equipment to test the DVD drive though to see if it is functioning or not.

You wont need equipment to test the DVD drive, either it failed or work. If the DVD disc works fine on other machines, and after you have done things above .... reinstall OS might be very last step .... hope it would work even I doubt that.

well, I was able to find a secondary drive and did a test install of WinXP w/ the customers laptop and everything installed correctly and it was able to load the drivers for the DVD drive and it worked just fine.  I ended up reformatting and reinstalling windows w/ the customers original hard drive and everything is working now.
Thanks for all the suggestions.
