my other laptop is completely frozen/mouse totally stuck.laptop=Acer;anti-V=Webroot;+Windows vista.starts in safe mode.how to uninstall problematic webroot/install norton?

im a beginner/compu user ---- and am seriously confused. tried rebooting[using on/off button],unplugging battery,pressing"ctrl+alt+del,-----still - nothing.PLEASE HELP.
