HDD Cylinder mapping

If the mapping of the hard drive is: system partition, C: and then D: as seen on the partitioning software, does that mean that the system partition is on the outermost cylinders? or is Drive D:?

cylinder 0 is the closest to the edge of the platter
in your case partition C is closer to the edge

Agreed.partitions are set  up statically, so C is reserved first and is the fastest and closest, then D afterwords.

But in my example, the partitioning software shows, listed from top to bottom:

system partition
partition C
partition D

So, is the system partition closest to the edge or is partition D?  And would cylinder 1 be on the outermost edge?

I think you are referring to a hidden partition that some computer manufacturers set up on their computers. So you have total of 3 partitions. "System partition" is the closest to the edge then "partition C" then "partition D".
Cylinder 0 is on the outmost edge.
