Dell Vostro 1510 keyboard last row problem

I got this laptop 1 year and my MBO was burnt and replaced under guarantee yesterday. But now the last row on the keyboard has all the letters shifted to right.
For example, when you press 'y' key, you get blank, nothing, like the key isn't working. When you press 'x' you get 'c' letter instead. 'c' is 'x', 'v' is 'c', etc.
This only affects last row.
Two keys aren't working also, one letter from croatian langugage because it's supposed to be above 'thin enter key'. But the keyboard has got 'big' enter and there is no room for where the system predicts this key should come in.
Also I don't have sharp brackets key (or left-right arrows key),

I tried flashing both newest bios and the older one, I had with previous keyboard, but nothing, same problem.

I found this and emailed dell:

but I need fast solution.

is there a way for me to fix the issue somehow?
is there a program which can remap keyboard keys IN CROATIAN LANGUAGE? I found one but it loads english keyboard mapping which doesn't correspond to my letter arrangement.

what controls which key types which character on screen? software or hardware?

Most likely the keyboard has been incorrectly connected, but it may have been damaged when the motherboard failed. Take it back. An external keyboard plugged in for now should work OK.

I agree.
It is still under warrantee so get it properly repaired.

yes the new mbo has been ordered but it'll take 20 days, I need a temporary solution which is not buying new keyboard.
what software solutions are there?

Not properly connected to motherboard.  Connector may not be pressed or seated down or inserted at an angle.

As burrcm suggests use an external keyboard for the moment.
<<But now the last row on the keyboard .....>> which suggests that it used to work correctly. The link you provided indicates a manufacturing fault. Not the case here.

how can connector not be pressed enough but all other keys work with no problem, but last row also works but in shifted order?
this shifted order fits exactly to what is written in the article for which I've posted link above.
therefore, loose connection is least possible reason for the problem, but I will try to check it out if it's not too complex to reach that connector since laptop is still under warantee,

I've told you external keyboard is no solution, I do not plan to buy it for 20 days of usage before my newly ordered MBO doesn't arrive.

I've also asked for temporary SOFTWARE solution.

Connector at an angle and thus sending wrong signals to computer.  Possible.  Most likely faulty keyboard or motherboard.

no it's clearly not the connector angle issue.
check the pics out, I've reconnected the keyboard and carefully aligned connector and problem remains the same.

correction: not keyboard but MBO has been ordered.
Unaware of any remapping util for Croatian language.

Software controls what key gets shown on screen.

The remapping utils I've looked at have problems with foreign languages.

yes.
ms keyboard layout creator seems to be closest to the solution but I can't force it to work,
I first downloaded version 1,4 but I cant load my existing keyboard layout, when i do, nothing appears on screen, no keys, just blank like this;

I also tried older version and it wants me to install net framework and redirects me to this webpage to download it from;

but when I download and install it and restart computer and run the installation again, it says again that i need to install net framework although I already did that. I repeated procedure twice and still nothing.
this is the older version of msklc I tried;

those other programs from your link don't have other keyboard layout than default english, which is no use to me as I have croatian keyboard.

second link is just an instruction how to change language keyboard layout in control panel which is of no help as i need to change specific keys, not the entire predefined layout...

I'm not sure what the third link is supposed to do, but it's of no help in my case. it appears to be instruction how to alternatively type some keyboard symbols which is not what i need.

I need to remap my croatian keyboard, to switch which key is shown on screen when a certain key is pressed on keyboard.
just that.

ok I finally did it with msklc.

it required older version of net framework, 1.1.

now I edited layout and created .msi file but I can't install it.

I read instructions on how to do it in regional and language settings:
"Click to open Regional and Language Options.

Click the Keyboards and Languages tab.

Under Display Language, click Install/uninstall languages, and then follow the steps.  If you are prompted for an administrator password or confirmation, type the password or provide confirmation."

but when I go to Keyboards and Languages tab, I don't see that 'display language' section with 'install/uninstall languages' button,
