When i hit the FN(function) key and the F8 key (battery meter) the battery meter is shown on the screen and it reads 99%. The F7 key is a little battery with a faucet next to it and that one is empty? I am not familiar with laptops at all and do not know what this means. I cant get into bios.. after the 'compaq' screen comes up it goes blank and if i try to type it just beeps.
I think there may be an easy answer to this problem. If you look on the keyboard and check out the F5 button there should be an icon on it of a laptop and a screen. If you hit Fn F5 that should toggle the video output from the LCD to the external video port, to both, to the LCD again. I bet that is the problem. You can also just try hooking up an external monitor, to see if the external video is on rather than the LCD.
Quash!
Try the following:
Reboot, holding down the Fn Key and repeatedly press the F11 key.
You will see a message "162- system options not set."
After a few seconds you will get some extra text. On my machine it says:
The following configuration options were automatically updated:
Total memory installed: 196600 Kbytes
CMOS checksum invalid, default values loaded
F1 Save Changes F2 ignore changes.
Press F1 - it saved the change and the laptop rebooted into XP Pro without any problem.

LEDs are blinking??
I suggest you test whether your power brick delivers power to the machine. Sounds like standby/hibernate due to low power. Can you determine if the battery gets charged when you have mains power connected and computer "off"?
Can you bet into BIOS setup?
