Get one of those lense cleaning cd's, make sure its not the lense in the cd / dvd rom drive. You could also try and do what was suggested above and using a friends computer, then once you have cleaned the cd as best as you can, get a piece of software called ISO Buster and make an ISO of the cd to your friends hard drive, from there you could use clone cd to make a backup copy of your windows O/S Disc. Then try using the backup disc if you managed to make the ISO of it succesfully.

That sounds like a dirty or a bad windows/restore cd. Try cleaning the cd and see if that helps.
I'm assuming that you are trying to restore the factory software to your new hard drive using a cd of some sort.
Examine the cd for scratches or defects.
