It can happen that a new HD isn't good. But I'd also agree that here you probably have a connection problem. Check that the HD is connected properly like tim has mentioned. Maybe even open up the case completely and check that all the cables within the laptop are connected properly.

The new hard drive turned out to be bad. Replaced with another new drive. All set.

I have a 2 year old Pavilion ze4430us with XP running on it. A few days ago, at every reboot it started giving this message:<br />
SMART failure predicted on hard disk<br />
1720 - failing attr:05h<br />

Upon doing the HDD Self Test in BIOS, it gave this message:<br />
#1-07 Fail<br />

I replaced the hard drive 2 days ago with a brand new drive. It worked fine until today. Today, the OS won't load at reboot. I reinstalled the OS and ran the HDD Self Test in BIOS. It gave the same message #1-07 Fail.<br />
