Cannot start up IBM T30 laptop or reinstall windows

After a couple years of an IBM T30 with Win XP acting normally, it can no longer start up. The exact error I get on a blue screen before I ever get to Windows is:

A problem has been detected and windows has been shut down to prevent damage to your computer.

If this is the first time you've seen this Stop error screen, restart you computer. If this screen appears again, follow these steps:

Disable or uninstall any anti-virus, disk defragmentation or backup utilities. Check your hard drive configuration, and check for any updated drivers. Run CHKDSK /F to check for hard drive corruption, and then restart your computer.

As you see, the error message knows it's trying to install Windows, so I thought my OS might be corrupted. So booted from a brand new Win XP disk with a plan to do a reinstall. But it never got that far. I got the same error (which is why I'm posting in the h/w section rather than the Win XP section).

I considered trying to change out the hard disk, but it seems to have a special "tamper proof" screw that makes it hard (nearly impossible?) to remove. But since the error hits so early in booting, perhaps a memory error? Other h/w failure? I hope someone can make sense of the error message above. Thanks.
