"Will not boot" is pretty vague....
At what stage do you get problems? At power-up? At POST screen? At O/S start?
A bit more detail might help us help you...

If you replaced the battery with a known good battery, that would seem to make the laptop the cause of the problem.
1. Make sure the battery is charged.
2.Make sure you are getting a good connection. Make sure there is nothing inside the chamber preventing the battery from making a good connection.
3. Try flashing the BIOS

With the AC adapter connected and the battery inserted, will it boot up?
With the AC Adapter NOT connected and the battery inserted, will it boot?
We need more specifics in order to help you. When you said it didnt happen in your office all day, what power source was it running on? I'm guessing it was with AC plugged in?
When the user used it the next day, I'm guessing he unplugged and attempted to use it on battery power?
Have you tried the Battery Check Utility mentioned above? Have you tried upgrading the BIOS. I did find one reference online where this worked for someone, even though the BIOS notes mentioned nothing about it solving a battery problem.

When you say "most of the time" does that mean sometimes it does boot with the battery in?
There may be an issue with the connection between the battery and the laptop and as a security feature the laptop refuses to boot.
Since you tried using 2 different batterys I would suggest the only thing to do is repair or replace, unless you are happy to continue using it wired.
