Home Built PC - DIFFICULTY getting it to start-up

I have a fair amount of experience w/ PC's but, I wouldn't classify myself as an expert....yet!

Here's the scoop: I have assembled a PC from 'scratch.' Here is a list of the components.

-ASUS P2L97 series Main Board w/ Intel 440LX PCIset - (new)
-PENTIUM-II CPU (233mhz MMX)- (new)
-Trident 9685 Video Card w/ 4mb memory - (new)
-8-bay case w/ 250-watt power supply. ATX format. (new)
-Western Digital Hard Drive w/ 4.3gig capacity (new)
-3.5" floppy drive (new)
-CyberDrive 24X CD ROM. (new)
-TWO 32mb sdram cards for total of 64mb system ram.
-Floppy Drive & IDE cables. (both new)
-plug & play 14" svga monitor. (new)

symptoms:

No visuals on the monitor. The monitor just blinks as though it's not even getting info from the PC. Systems starts up power wise. keyboard flashes green. hard drive cycles. cdrom blinks. PC power-LED lights up. floppy does not light up or cycle w/ or w/o diskette in it. no beep's from PC. BUT it does beep when i don't put sdram in all the way! PC can be 'soft' powered down by holding the power buttom for 4-sec per mfg's specification.

I have verified the following:

-jumper settings are correct on main board. There are only two. One for CPU BUS frequency w/ is set at 66mhz & one other set w/ is for CPU CORE:BUS freq. which is set at 3.5x(7/2) which is for the 233 P-II.

I swapt out the mainboard for a new one. (same make & model)

swapt out a new power supply

verified that the video card works by installing it on another 'working PC'. also tried another one as well

verified that the floppy is working by doing the same

same for the hard drive

ditto for monitor

verified cables for hard drive, cdrom, floppy.

verified that the power cables are properly connected to all components.

verified that the main power connection to board is properly inserted into socket. remember that i have tried two power supplies as well.

-took P-II 233mhz CPU from working PC

-took sdram cards from known good PC

ADDITIONAL DEBUGGING:

** I did each of the above steps one at a time so as not to add multiple variables into the problem.

** I moved the video card to several different PCI slots.
** I pulled the plugs from the CD ROM first. then Hard Drive the floppy w/ no change

** The case has a quick pullout panal that makes the main board easy to remove from the frame. i removed it and took the mother board completely off the panal to verify that there were no shorts to the video card. I puts the mother board on aan antistatic support and connected the Power cables etc and did the whole process over again w/ same results.

ANY CLUES or helpful advise?
I have spent the last 4 days going through step by step w/ no positive results. the only result is a blank monitor screen that appears not even to be getting a signal. and a 'beep' when the sdram is not put in correctly. (FYI...ASUS supports all DIMM styles.)

I have heard that ASUS main boards are the best and that they are nearly bullet proof when it comes to reliability
