The MPEG card has a TV-output for viewing movies on the TV, but can I use that to view the desktop, mirc +++ on the TV?

If you mean can you have your PC desktop output via the MPEG card, the answer is no. The MPEG card only generates video from the MPEG encoded input, generally from a DVD video disk.
If you want to display the PC screen on a TV, there are two solutions:
1) Get a VGA to NTSC/PAL converter. There are several grades of these devices and the results you get are directly related to how much they cost. The low cost one ~US$100 are relatively poor quality output but are useful for PowerPoint presentations etc. where the text is large. The better ones, ~US$300 or more are much more sophisticated and actually capture the VGA frames in a buffer and resample them at the 30 fps rate needed for a standard TV signal.
2) Get a PC video card that supports a NTSC/PAL output. There are several of these on the market.

This is not a software problem but rather a hardware problem.
If your MPEG card has NTSC or PAL output, you can pipe that directly into you video-in equipped TV. Some have this output, others don't.
If it does not then there is no software solution to this problem.
