Dead AMD K6-2-500

Someone brought me a dead PC. He tells me that he has
loaded win98 service pack 1 2 days prior to misshap. He
had left the PC on and when he returned the screen was
frozen. He reset it to have it shutdown and would not restart.
When it is powered on the monitor goes into standby, the
cd-rom light comes on, no floppy light, no HDD light. Everything
is pretty much built right on MB. I lifted the fan off the CPU and
noticed it was put on dry with no thermal grease. What does
this do to the CPU?
There are no beeps.
I also removed everything that I could, like I said everything is
pretty much on the MB.
Can someone please assist me in figuring out what is wrong
with this system.
