PCI serial controller driver

My motherboard is ATC-6310 intel chipset ,when I want to install my Rockwell 56k internal modem in windows 98SE,a message appears that PCI serial controller was found in New hardware found window,I try to use modem drivers but it doesn't accept.Some friends tell me that it want motherboard drivers for working serial ports ,but I don't know what driver I have to use ? can anybody help me?
