hard drive light stays on continuously

My windows 98se is installed on my C: drive which is a Maxtor Diamondmax Plus40 hard drive. I recently installed a 2nd drive (Another Maxtor, this time a Plus60) which I set the jumpers to "slave" and plugged into the appropriate cable. Both drivers work perfectly fine, but since installing the 2nd drive, my hard disk drive usage indicator light (the little green led on the front) is on constantly, instead of only blinking when accessing the hard drive.

Any ideas on what could be wrong? maxtor's tech support is severely lacking, so I'm turning to the good people here.
