The Thermaltake Volcano 6Cu+

This heatsink / fan (runs at 7000 rpm) is really loud and stops intermittently. Is the stopping normal? The heatsink doesn't burn up when the fan stops (like it does when you fry a processor... not that I do that or anything :)

Is it just a REALLY good heatsink / fan, or is there an electric issue going on here? There are no obstructions to stop the fan blades from spinning. And I know it's loud because of the high RPM, but the stopping kind of freaks me out. Is it automated to turn on when heat is generated?

I am running the following system:

AMD Athlon XP 1700+ 1.4 Ghz
256 MB DDR RAM
ECS K7S5A motherboard.
