Can't make hard drive shut down with ACPI

I installed a PCI SIIG ATA 100 card to my computer and I can't figure out how to get the hard drive to shut down using Windows "Power Management" settings. The hard drive will not temporarily shut down automatically using Power Managements "Turn off hard disks" or "System Standby" but if I go to the Start menue and select Standby the hard drive shuts down. I was able to shut down the hard drive using Power Management before I added the ATA card.  

I have an old
P2 350MHz,
256MB Ram,
20GB Western Digital HD,
Win 98Se,
ATI Rage Furry Pro AGP card
D-Link Lan card

I have the most recent drivers from SIIG's web site. I have tried disabeling the Primary on motherboard IDE connector and both on board IDE connectors in the BIOS.
I have also tried disabeling the on board IDE connectors in Device Manager.

Is there any way to do power down my hard drive using Power Management without removing the ATA card?
