thanks T, I tried a brand new 350Watt power supply and the power on light on the front of the computer came on and then went off. I don't have a pentium III to try in the computer. I reconnected the other power supply and the hard drive began to spinup and the power supply fan started to spin and then went off. I appreciate the quick response and I will price a P3 processor for my friend.
I didn't think there would be a problem with the spare, as they were ATX, but I haven't dealt with such a small power supply before. I don't work on gateways or tiny propietary systems usually.

ATX power supplies will not come on unless they are powered to a specific resistance/load. A larger power supply will not hurt the system. In terms of your desciption of events:
1. electrical power on...power supply sends Power_Good signal to main board.
2. microprocessor timer fails to respond to Power_Good signal...power supply shuts down.
I would test, as you suggest with a known good power supply. If the system fails, it's not the power supply. Assure the mainboard is not shorted to the case. Could be the cpu.
