AGP card not detected

My hardware specs:
MB: P4S5A/DX+
Processor: 1.7GHz Celeron
128MB RAM

I have been using a PCI video card for about 2 months now without a problem, but I want to upgrade to an AGP video card.  I purchased an ATI AGP video card.

After removing the PCI card and installing the AGP card, the computer will not boot up now.  There are no beeps, the computer just hangs when it s turned on.  I don't get to a bios screen.  I have tried to change the AGP/PCI option in my bios to AGP, but that does not work either.
