Building a PC entertainment system (for Video/audio playback/capture only)

Hi,
I'm trying to build a PC dedicated for multimedia (to put it in my living room, not on my desk).
I want it to have a video capture card (preferably one that can be used as a PVR, like ReplayTV). and be strong enough to play all the video formats (DivX,Xvid, MPG, DVD,WMV) without problems.
It should have a remote control.
and most important, it can boot in TV mode (I don't want to connect a monitor , just to switch for TV mode).

I was thimking about a Celerone processor and ATI all in wonder (Radeon 9200).

Anyone can suggest a cheap solution for such a system (The best value for money)?

(I'm not using it for games, just for the audio/video purposes)
