CPU (or mobo) problem VERY URGENT, PLEASE HELP

Well, things are like this:
On a PC proven as good and functional (mobo: QDI 10T (133MHz, S370); 128MB RAM; 1.1 GHz Celeron) a month ago i have taken out the CPU, which i don't have anymore. Yesterday i have returned to that machine, put a fresh & new Celeron 900MHz and the damn thing isn't working.
I have tried to reset CMOS settings with a jumper (and later by removing the battery) but nothing happens.
Now, here is the catch: It looks like the CMOS hasn't been reset at all, because the default PowerOFF option is "Instant OFF" and the mobo still keeps the "4 sec delay" option.
I have no other S370 CPU machine to test the 900MHz Celeron.
Please, if You have any ideas about what could be the problem, post them ASAP.

PS All the frequency jumpers are set to "Auto" and the mobo makes no beep when turned on, just like the CPU is dead. The CPU temperature is rising, though
