help!!

this is really becoming a problem!
I have already posted a message on here regarding this problem, but with no avail.
the situaiton was that i was having a problem copying cd to cd on my pc,it was starting to burn the discs at 32x but within a few seconds the copying speed drops to 1x or 2x. yet copying data from either of my 2 hard drives was at 32x no problem. originally thought it was a problem of a bottlenecked data on one ide cable.
to overcome this it was suggested by members of the forum that i should rearrange hard drives and the cdrom and the cd burner on my pc.i thought that would solve the problem but it does not. the problem still exists.
i have since tried every possibly combination of hard drives and cd drives on the two ide cables and every combination of jumper settingS on the back of the devices., i also replaced my cables which are now ata133 compliant cables. my hard drives i beliEve are ata100 as is my burner. i also have the jumpers on all devices now set to CS - cable select.
the preferred option suggested was to have one hard drive and one cd rom device on each cable.(the hard drives were masters)
my ide controllers have via 4 in 1 drivers installed, and appear to have no problems, all devices have 'dma if available' selected in properties. despite all the suggestions it makes no difference. my motherboard is an asus a7vl-vm 1000Mhz Athlon, if thats any help.
i have also noticed that there is various modes of dma i.e. dma mode 2 dma, ultra 5 etc. what do these mean,are they important or relevant to this matter?
i have tried nero and easy cd creator,the buffer levels shown on the software dont even get close to 100% when copying , the problem is common, so I dont think its anything to do with the software im using. all my hardware is relatively new, but my suspicions lie with the cdrom drive, its an lg 52x black cdrom drive, not sure of the model number, it came with the pc.however my system used to copy cd to cd no problem on win98 when i used it, i now usd winxp pro sp1.
it could also be something to do with bus mastering, bios (never updated it too scared to do this!),ide drivers (but they appear fine),what is the difference between dma and pio, i know what they mean but why is it important and can these make a difference?
my next step could be to replace my cdrom device.but before i do this i would like to ensure it will solve the problem.my current setup is:
ide 0 - 60gb hard drive with operation system (master slave) & cd rom device (slave)
ide 1 - 20gb hard drive - storage data (master) & cd writer (slave)
just for info my cyber cd rewriter is a high spec, cyber also deny its a problem in that drive, they seem to thing its a bus thing!
is there any software i could use to help identify the problem also?
when also booting xp,there is a long black screen delay about 15 seconds (after the startup screen with the moving bar), i wonder if this delay is the system trying to recognise the hard drive, possibly linked to this problem as its also on the ide cables? also aspi layer upgrade has been suggested ot me? what the hell is this and is it relvant to this problem?
