There may be a defect in the writer - was it dropped/ forced open at any point?
If it is not this, I would uninstall it from the device manager, and reboot. Upon reboot, enter setup and reload the default settings in the BIOS. Save and exit.
Is the plug and play option selected in the BIOS, it should be. Check the Services in your control panel as well, Plug and Play should be set to the Automatic setting.
If the operating system doesn't pick up the driver at this stage, you can go to the website of the Company that makes your cd writer and download the driver via the net. You can then install the driver in this way, as an alternative to using the CD.
Good luck,

Hello,
Try one of the following:
1. Every device has, to be configured prior to the installation. When you look at the CD-RW manual or the device support page in the website, there are something called as Jumper, that needs to to be configured. For Example, Every IDE Or ATAPI device (...which also includes your CD-Writer) has to be configured as one of the following:
a. Master
b. Slave
c. Cable Select
Choosing one of the options is very simple. All you have to do is place a pin/jumper on the 2 specific and marked pins, on the back of the device. Since you can attach 2 devices to the Single IDE Cable, one has to be Master And The Other As Slave. Both cannot be the same. So, check up that first. You can have further details of the same from the website or from the manual.
2. Once that is done perfectly, you can try checking the BIOS option for enabling the Primary IDE And Secondary IDE in the Integerated Peripherals Menu. Please check up your manual as to how to enter the SETUP program or CMOS or BIOS. Generally, as a rule of thumb, both will be enabled by default. Anyway, it is only a check.
3. Check out whether the power connections and the IDE cable are firmly and properly secured to the respective slots in the device. This is only to ensure that they are tighly fixed to the connectors.
4. Although not scientific, try this too: when the tray comes out, just bend down and blow into the drive. This will to an extent, ensure that any residual dust gets flown away.
5. Try changing the CD Media also. Try various disks. Check whether, you are inserting the correct side in the disk.
All the Best!
Did you get any message when it rejects the CD (like the capacity issue?)?
Do you have Adaptec CD writer software install?
Check with Adaptec support/download for a software update. I ran into a similar problem with my Yamaha drives and had to run the update.

See if there is a firmware update for that device.
