Motherboard won't power up. Is it possibly shorted or fried?

I am moving my brother's computer to a new case and it won't power up completely.

All that happens is the (1) lights in the room flicker once when the power cord is connected, (2) the keyboard lights flash once, (3) I hear a small click near the power supply when I press the power button, (4) the power LED on the exterior of the case goes green, and (5) the LED that is next to the power supply connector is lit red until the power is shut off.

The power supply is ok because another motherboard I have powers on just fine. When I try the old power supply on the new setup, the same 1-2-3-4-5 as above happens.

What could be wrong?

I have a Shuttle AV40S Motherboard with Pentium 4 2.0 GHz processor

The power supply went bad.

Isolate the problem: unplug all devices and boot the MB; repeat the procedure installing one device at a time until you get the problem to repeat itself and you should have a better idea of what is causing the overload of the circuit. Keep us updated!

If the new power supply works with another motherboard and the old power supply gives you the same problems as before, it's not the power supply, it might be the motherboard.  If you take the memory and cpu off it and try them in another motherboard and they work, it is probably true: the motherboard died in transit.

thanks, inferno_gr. The motherboard was shorting because it was making contact with the case.
