The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. To explain what factors affect the solution rating, here are the elements we take into consideration when formulating our solution rating.

  • The Grade of the Solution
  • The Zone Rank of the Expert Providing the Solution
  • The Number of Author and Expert Comments
  • The Number of Experts Contributing
  • The Feedback of the Community

Your Input Matters
Because of the way the system is set up, the most important variable in this equation is you. As a member of Experts Exchange, you are able to cast your vote on the quality of the solutions in regard to how complete, accurate, helpful and easy to understand each solution is. Blank screen on startup

I have an old computer that was kept in storage for quite some time.  I recently took it out to refurbish it before giving it to a friend.  I'll take a moment here to describe the computer
- Celeron Socket 370 processor mounted on a Slot 1 M/B using an adapter
- 128 MB RAM
- 13GB Hard disk
- SiS AGP video card
The computer was working perfectly before going into storage.

Now when I start up the computer, sometimes I hear long beeping sounds.  After switching off the computer and reseating the CPU adapter card firmly in the socket, the beeping stops, but now the computer refuses to start.
I see the lights on the keyboard flash and I can hear the hard disk powering up.  But the screen remains black and I cannot hear any beeps.  The keyboard (Numlock) is also non-responsive.

I tried swapping the Video Card and Hard Disk, but there was no effect.

Any idea what could be the reason behind this? And any possible suggestions?
