Why does my vcore fluctuate constantly on a P4 2.4 GHZ?

Hi, I just put together a system with the following specs:

Mach Speed PT800DBP  motherboard  (yes, its cheap but has lifetime warranty so i tried it)

P4 2.8 GHZ 512K  800FSB processor

300W power supply   (I have a 425W but i used the 300w because it had dual fans)

512  Ultra PC3200 400 mhz DDR memory

PNY 64MB GeForce 4 MX440 video card

80GB Maxtor 7200 RPM ATA 150/8MB cache SATA hard drive

I am having some temp issues with the CPU. it is running between 48-53 degrees.
I am using a copper heatsink cooling fan and i feel like it should be running in upper 30's or low 40's.
Does anyone know the ideal temp for this procesor ?
I figured that around 50 degrees is not damaging, so i figured i would load an OS for now.
I was able to install Windows XP pro on the system and some drivers and applications, and everything seemed fine, system runs really fast as i expected.

There was some monitoring software on my motherboard driver disk,  Winbond hardware monitor.
I installed it, and opened it up. my VCORE was fluctuating and was going past 3.00 (isn't it supposed to be 1.75 or less?) . I was getting errors in Winbond (about vcore being above threshold) and i shut down the system right away.
I turned it back on and went into BIOS , the VCORE was a little high but it went back down to 1.5 - 1.7. It kept going back and forth. isn;t this supposed to  be constant?

I don't know much about installing processors, this was only my second one, and my first was an AMD (did not run into any complications with that).

Is this a power supply problem, a motherboard problem, or a processor problem?

I feel like the Winbond monitoring software caused it to happen, is this even possible? Everything was perectly fine until i used that.

Any help would be appreciated, I will probably try calling Mach Speed tech support  also to see what i can find out (they are not open now).
