The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. To explain what factors affect the solution rating, here are the elements we take into consideration when formulating our solution rating.

  • The Grade of the Solution
  • The Zone Rank of the Expert Providing the Solution
  • The Number of Author and Expert Comments
  • The Number of Experts Contributing
  • The Feedback of the Community

Your Input Matters
Because of the way the system is set up, the most important variable in this equation is you. As a member of Experts Exchange, you are able to cast your vote on the quality of the solutions in regard to how complete, accurate, helpful and easy to understand each solution is. Newly built computer will not boot, help needed desperately.

Ok, I just finished building a computer for a client and it doesn't boot.  
Here are the specs
Power: Anted Truepower 550 WT
Motherboard: ASUS A7V600-X
CPU: Athlon XP 3200+ 400MHz FSB
RAM: two 1GB DIMMs of PC3200 Unbuffered non-ECC RAM
Video: The original specs called for a Radeon 9600 XT 256MB, however, no matter what card I use the display never initializes on a monitor (3 cards tried, 3 monitors tried)
Sound: Soundblaster Audigy ZS Platinum
DVD+-RW: Lite-on.
CPU Fan: CoolerMaster Jet 7

The machine doesn't POST, and this worries me greatly. Everything turns on however, the power lights come on and it doesn't shut down even if I leave it on for a good amount of time (10 minutes or so)

Don't be afraid to ask a question that seems obvious, I absolutely NEED this fixed soon. I am putting all the points I have into this.
