Booting with Radeon 9700 pro scrambled graphics

When I boot my newly built system I get a good bios post but all that comes up on the screen is scrambled graphics. Nothing resembling a bios. I got it to boot once and the bios came up on the screen, I removed the video card to have some room to put in the HD and after re installing the video card the scrambled screen problem started. I reseated the video card 4 times. The power plug is plugged into the video card.

Mobo: Soyo kt600
CPU:   AMD Athlon XP 2600
Windows XP pro
Monitor verified good with another computer
Video Card: ATi Radeon 9700 pro with silencer vga cooler

Windows XP Pro has a problem with several of the Radeon chips.  Service Pack 2 fixes this.  Boot PC into Safe Mode (f8 on boot).  Go to the device manager.  Disable the Radeon card.  Reboot the computer.  Download XP Service Pack 2.  If the windows update also provides an updated driver for your video card, install it also.

I do not think the problemis with windows XP, I do not even get that far. As soon as i turn the computer on when you would normally see the bios all i see is scrambled graphics.

Clear CMOS according to mainboard manual. BOOT to BIOS, reset correct BIOS settings and save/exit. If clearing CMOS does not restore a functional BIOS screen, you have a failure of the mainboard. T

Hi lumber21,
Can you get your hands on another video card?  Even if it's a pci card. See if the screen scrambles.  
Can you get to Windows or is the screen still scrambled at that  point also?  I'm kinda leaning towards possible ESD on your radeon.   Also try it on another computer if you can.

Is this a new Graphics card?
I was given a radion 9600 because the guy that had it tried flashing the bios to make it a 9600 pro

I apologize.  I though you could see the BIOS post.  Since it is scrambled, you are right that it probably is not a Windows XP issue.  Although, I still recommend upgrading to XP SP2.

The SOYO boards can have an instability problem with the 9700 Pro.  Try switching the AGP voltage from 1.5 V to 1.6 V.

I would agree with pcjedifl

If you experience instability or hangup problems with the KT400 Dragon series or the KT333 Dragon Plus! mainboards when using an ATI 9700 card, try increasing the AGP voltage from 1.5 to 1.6 volt

If you are having trouble with graphics:

And power & monitor is ok.

If you experience graphic disturbances:

In BIOS screen(incl post), CMDline (DOS) , win safe mode, chances are 95 % bad graphics card, 5% mobo (incl voltage fiddling)

If only in normal windows or during games, chances are 95% software(directx,driver) and 5% hardware.

Thank you guys for all of your help, the problem was the VGA cooler i bolted on to the video card. one of the pads on the heat sink that was sitting on a memory chip was shorting out to a near by component. I found it by removing the heatsink and seeing a small little notch in the heatsink. I filed it down and slapped it back on, works like a champ. STOCKHES was right, 95% chance it was a bad video card. The card ended up being good but the problem was on the card.
