It is only happening when I am on the net, is it a hardware problem and I am in the right area or do I have a bug. If so how do I get rid of it and should I be asking this in the security expert section. Greg

So, when you're in Windows there is no problem, but when you're surfing there is?
Does this happen the moment you open up an Internet Explorer window, or the moment you actually go to a site? Did you try unplugging your internet cable and start explorer?
Can you describe the "jumping up and down" - is it going up, hold a sec, down, hold a sec, up - or 'vibrating' in a rapid motion?
Does it stop when you go off the net?
Is it only the explorer window, or everything that's on the screen?
As seb_gibbs comments, you could be suffering from some form of interference. For example, my CRT monitor goes absolutely crazy if it is too near another monitor, a set of unshielded speakers, a fluorescent desk light, etc. As seb_gibbs comments, the interference is most likely caused by something only used when you go on the Internet.
Does the problem occur when you connect to the Internet without using Internet Explorer, eg when using Outlook or some other email program? If the problem is only linked to your web browser then this post is on the wrong track completely - we need some more information to clarify your problem.
Oh, really watch out for computers in general and (strong) boxes.
My boss once told me an anecdote: We're active in the music sector, so sometimes we need PRO boxes. He once carried a gigantic one into the office, and every screen he passed by started to flicker.
Some while after that, he tried to pay in a shop, what failed - and after a minute of thought he realized that he wiped all the info off the magnetic strip on his credit cards (were in his breast pocket)...
EMI can kill quite some components, and cause varyous (seemingly unrelated) problems. Thats why 'decent' computer cases are EMI shielded now (or have that option).
It would help if you could describe the jumping. Also just to rule out software, why not try Mozilla Firefox (free) http://www.mozilla.org if the problem still occurs when you use this then it is likely to be HW related
