USB ports listed in Device Manager as unknown pci devices

I have a motherboard pcchips 925LR that has four usb ports onboard.  The USB ports formerly worked however I was told that after a family member of the owner of the pc did some kind of connection with a laptop to share internet access the usb ports no longer work and xp system keeps detecting them as unknown pci devices.  I checked the bios settings and the usb settings are enabled.  the device hardware wizard does not recognize drivers from the original motherboard driver disk.  The pci devices are all assigned irq 11 shareing an irq with the HSP56 Micromodem.
In the Everest report the devices are all listed simply as Memory 000C0000-000DFFFF   Shared   PCI bus

I tried installing the via 4-1 chipset drivers again but no difference.
Can anyone give me a clue as how to begin troubleshooting this problem.  Is this a rescource conflict problem even though device manager doesn't report a conflict.
