I cant believe you thought that would solve my problem, i tried it to give you the benefit of the doubt, but its still happening.

I am getting this message each time i start the PC, i have looked through previous questions posed by other users and have found some soultions. Unfortunately the thing that is puzzling me at the moment is that i cannot save and exit BIOS, when i press Y and hit enter nothing happens, if i press it a few more times it starts bleeping and i have to reset the computer to exit BIOS. I have reset BIOS and moved the CMOS jumpers to clear and back but it has made no difference.
Have i taken the correct procedure to rectify this problem? if not does anyone have any other ideas on how to repair this and to what might be causing it?

its probably a bad cmos chip now.
cpu speed and multiplier is one of the settings saved in cmos chip on the motherboard. nowdays it cannot be replaced by user afik.
a bad chip will not let you save data. since you already tried clearing the data using jumper, you will need to get this to a repair-tech to take a look at.

Turn off the PC, remove the keyboard and mouse, then reattach both and make sure they fit nicely. Try saving the BIOS setting now.
