problems with a dell inspiron 7500

hi i bought a dell inspiron 7500 from a friend and i tried formatting it with my winxp disk, but now when i start it up i can get into the bios and edit it  but i cant get past that. and i cant boot the xp disk now. when it boots up it says press f2 for setup but after that the cursor just blinks in the top left of the screen. but never goes anywhere from there. please help

Unfortunately you've provided nowhere near enough information to help.

You indicated you "...can't boot the xp disk now" -- which implies you DID boot with it originally.  If so, describe exactly what you did after you booted with it.

If you press F2 do you get into the BIOS setup screen?

Do you have a floppy drive on the laptop?

Can you check BIOS settings for boot order? Verify that it is set to try CD first. The situation sounds like it's trying desperately to boot from the HD but fails/hangs for some reason. If boot order is indeed CD first, try removing the HD and see what happens, then re-insert it and verify that it is detected properly by BIOS autodetect function. Could be a bad HD, too.

Go to support, enter Document Number 172591, for help on your specific problem. The methods of installation differ between a non partitioned/formatted disk and one that has already been partitioned /formatted.
I would also suggest that you Clear CMOS, and then proceed with installation. To Clear the CMOS on a Dell Laptop. Disconnect the external power adapter, remove the battery, depress and hold the power button for ten seconds. Reinstall the battery, Reconnect the external power adapter. BOOT to CMOS to check and save settings.
Then proceed with instructions from the article with the method prescribed for the status of the hard drive.
Note: remove any PCMCIA adapters during installation of OS and always use AC power adapter.

yes it has a floppy, yes i can get into the bios, it wont let me change the boot order. i went through the install process and after it reset it just wont work. ill try the hdd removal after work as for now heres the missing info.

In what way won't it let you change the boot order?  Is it a password issue?  Can you see the text color or cursor change or does it just freeze?
