Have a problem not sure if Hardware or iTunes, but I think it is hardware

I have a Asus P2B motherboard with a PII processor I stuck a double layer DVD burner and a 200gig HD I wanted to make a system just for music with Itunes to work with my ipod. Well the problem is that when importing CD's it imports at abotu 2.7 when my other systems import at 15+. The OS on this system is WIN2000. Any suggestions to try something to make it import faster.
