Optimal temperatures for a Pentium D Dual Core 3.0Ghz

I suspect my CPU is overheating, as it is currently idling at 75 degrees celcius. When the system is switched on it shows 55 degrees and say in 10 min it shoots upto to 70+ degrees. I've ran the machine with the case off, and even ran the motherboard OUTSIDE the case by lying it on the table, but the core CPU temp still remains the same. The motherboard is an Intel D945GNT.I've have installed a 400W zebtronics smps. Whats strange is the CPU fan which is running at just 2500 rpm and at times terribly at 1000 rpm for few minutes and most of the time it runs at 2500 rpm where as my other desktop P4 2.8 ghz cpu fan runs at 4500 rpm. I have tried on another server smps which is quite costly and strangely the fan speed increased to 3000 rpm, but ironically the cpu temp hovers at 70+ degrees. Mind you this is at the idle state and in the first 10 min of the cpu run. Note : I am checking this temperature in the system BIOS. I am thinking of trying the 2.8 ghz dual core Pentium D but scared abt over heating and replacement of the product. As Mr gary already said in his another review that the thermal bond should be very good and also arctic silver should be applied which iam going to do tommorow and see for any improvement. One more important factor is that the L2 cache shown in the BIOS is just 1 MB instead of 2 MB. What i dont really understand is since there are 2 processors is it 1 *2 = 2MB L2 cache or 2*2 = 4 MB L2 cache. Now after seeing all these things iam confused abt the processor being faulty or the mobo requires a BIOS update which is quite ironical since its a new motherboard. Also mind you i have tried on 945 GPL mobo as well and the temp are shown the same and no difference as such. Remember the heatsink installation is quite good except that as of now for 6 times which cpu has been removed we have not replaced the paste and were using the same paste since we never thought articsiver paste would really matter. As already said i believe thats the only alternative left now...

Note: This is a brand new motherboard with brandnew CPU

Since my requirement is urgent i would appreciate your fastest reply in this regard since i would want to complete this problem by tommorow at any cost.
