The Solution Rating System

New build won't boot

I've got a new build that won't boot.  It powers up normally and I can get into the BIOS.  
The BIOS shows my CPU, RAM, DVD, and disk as I expect them.  The RAM is in slot 0 of channels A and B.

The boot order is DVD, floppy, hard drive.  Changing the boot order doesn't change whether or not the boot works.

I pulled the drive and put it into a working system.  It worked fine, so I put an OS on it.  And yes, there was a bootable CD in the DVD.

The motherboard docs say it supports 05B, 05A, 04B, and 04A processors.  The cpu docs say it needs and 04B or 04A board.  Basic compatibility seems to be ok.

Anyway, when the system gets past the BIOS load, all I get is a blinking underline cursor in the upperleft of the screen.  Keyboard doesn't appear to be doing anything.  There's nothing to click on with the mouse.

The cpu doc states that it supports Intel EM64T.  So does the motherboard.  Do I have to have a 64-bit version of Windows for this thing or is that just an option?

What might be wrong?  What's my next step?

disk:  Seagate 80GB ST3808110AS
dvd:  Plextor PX-740ABP
