By doing a bit of googling, I found others having the same problem. Three solutions I have found all deal with drivers, so it seems to be hit or miss.
--update to newest drivers for your touchpad
--roll back to older drivers for your touchpad
--uninstall the drivers and use windows default drivers for your touchpad
