How do I confirm a Dead MB OR CPU?

Hi Experts,

I had a dead PC, so I tested the  250 watt power Supply.  It appeared dead on 2 different testers,  so I replaced it with a brand new 300W  PSU.  I also tried different NEW memory sticks, just in case.

Anyways, Now it is not completely dead, because CPU and case fans now turn, but NOTHING else happens. The PC does not respond to the power button AT ALL. Only the switch on the PSU
starts the fans turning.  there is absolutely no response from any other piece of hardware on this computer.

There are no Beep codes.  There is only a solid amber light when I turn it on (From the PSU)  Nothing tries to start, neither hard drive nor floppy, nor cd, nor dvd.  monitor shows a green light but there is a black screen.  It is completely quiet except for the fans. NOTHING happens at all.  It is  entirely dead except for the fans .  

Owner of PC said she had just installed MS Office 2007 and when she clicked on MS Word, PC crapped out.  I think that has nothing to do with the problem.

I suspect either the MB or the CPU.  My question is am I correct? AND if so, how do I determine which harsdware item is the culprit?
