Check the bios settings and look for an option to enable Legacy USB devices(or support) ,if it's enabled then disable.

I know the keyboard works, but I can get into BIOS by pressing F2 and it shows in BIOS that the boot order is set to boot from the CD first, then the hard drive.
I know the DVD is good, because it's a Microsoft issued DVD and I can read it fine from within the existing operating system.
It seems like this might be a BIOS/keyboard issue, as after I press any key to boot from the DVD, it takes me to a screen that allows me to choose between the installed OS on the hard drive and the mirror drive. At that point, I can't even get the keyboard to work to select anything.
It's a USB keyboard and I've tried changing ports and it doesn't help. I've even tried using an adapter on the USB end of the keyboard to switch it to a PS/2 and plug it in that way, but that doesn't help at all. I don't have a PS/2 keyboard handy.

Did you turn off the server before plugging the keyboard into the PS2 port? You should, as PS2 isn't hot-pluggable, doing this can even break the port. So turn off the PC and plug the keyboard into the PS2 port, then try getting into the BIOS. If that works now, check the USB settings as suggested by f-king above.
If you still can't get into the BIOS via the PS2 connected keyboard, the port is probably broken. If you have a iDRAC installed in the server, you might be able to access it via that on another PC.
I was finally able to resolve this issue through help from Dell and some sleuthing on my own.
I tried many "any keys" including the space bar. None of them worked. It booted from a CD, but not any DVD (I tried several). I replaced the DVD drive, on the recommendation of the Dell technician. It didn't change anything.
I never tried changing the Legacy USB support within BIOS as I was able to resolve the problem before I read that recommendation.
Yes, I turned off the server before plugging in a PS/2 device. I was able to get into BIOS and use my keyboard at all times. THe problem was that during installation the keyboard input wasn't being recognized after the "Press any key to boot from CD" message appeared.
I resolved this problem by installing a true PS/2 keyboard I brought from home a few days later. There were no problems after plugging in the PS/2 keyboard (well, there were new problems after that, but non relating to this!). Not sure why the USB -> PS/2 adapter didn't work out.
Thanks all for your suggestions.

Which "any key" are you pressing? Try the Spacebar.
Will it boot from any other DVD? What about a CD?
The DVD laser might be bad, try replacing the DVD drive with another one.
