Drivers can't / won't install for newly found Hardware

When any new hardware is installed the Found New Hardware Wizard appears as expected.  However, it terminates with "Cannot Install this Hardware" followed by "The system cannot find the file specified."

It behaves this way with any new hardware that is attached.

Based on a similar question on EE, I renamed the hdwwiz.cpl and newdev.dll files in the %\systemroot%\system32 directory and re-booted.  I thought it would rebuild those files but it did not.  I copied identically-named files from another WinXP Pro system and re-booted.  But it is still exhibing the prior behavior.Start Free Trial
