Is it safe to assume motherboard is faulty?

Is it safe to assume motherboard is faulty if I've tried a new power supply and there are still no beeps or video at all when you turn on the power button?

Friend said he just turned it on the other day and there was no video so he thought the monitor was dead but attaching another monitor made no difference.

The unit has a SATA hard drive and SATA optical drive as well as two 512MB sticks of ATI memory.

When I power it up the CPU fan spins and there is a green light on the motherboard but absolutely no sign of video (video is integrated) and no beeps.

I'd thought of perhaps purchasing a cheap video card however the board is budget and I can replace it for not much more than the price of a half decent video card.
