NIC will not see gateway  - cannot get IP address

This is a customer's Dell Dimension 4700. Primary complaint was that the computer suddenly would not connect to the Internet. My exam revealed that the NIC was set up corrcetly with TCP/IP auto and DHCP enabled, etc... NIC will not pull a new IP address from the router gateway, in fact it will not see the Gateway at all. The machine does have an IP address of 169.254.17.151 and a subnet of 255.255.0.0. Release/renew does nothing. I then installed a Belkin USB wireless interface. It installs, it sees the wireless network at 100%, it connects, but it will not pull a new IP address no matter what I do.

I have uninstalled McCaffe security. The only security remaining is the Windows Center and AVG 7.5 AV.

The machine is also having problems with two rouge programs - "SpyWareBot" and Anti VI Gear" which I beleive to be hijackers. I am working on getting rid of them.

I am almost ready to blame the motherboard. Any ideas?
