How best to use Dual NICS on a Dell Poweredge running Windows Server 2003.

I have a DELL 1850 Poweredge server running Windows Server 2003 which I wish to make available on the internet.  I have a number of static IP addresses.  When I list Network Connections I get two listed , Local Connection and Public Connection.  I assume that these refer to NIC1 and NIC2.  Using Windows Connections I have set the Public Connection to a static IP address and if I use www.Whatismyip.com ( many thanks to them! ) I get the correct static IP address reported.  Also I can connect to that IP address ( and hence the server ) using Windows Remote Desktop Connection.  
What is the best use of the other ( NIC1?) ?  Is it truely just for local traffic perhaps using a dynamically set 192.168.1.nn IP? or is there a better use for it?     I have read about teaming, If I try and parallel the two NICs do I give them the same IP address and configuration?
I have tried Dell and found them silent on this subject.
