Compaq Presario 2173EA

I have 2 problems with the modem but I think they relate.
Problem 1. Immediatly when I insert the phone line to the modem it opens the dial tone which I find odd.
Problem 2. If I am fast enough (fast enough to dial the number, after I insert the phone cable, before the phone company disconnects since the modem picks up a dial tone immediatly) I'm still able to dial a number and I hear the modem dialing the number but it never connects to the ISP. I have also tried to dialing another of my home phone numbers but although it sounds like the modem is calling, the other phone never rings...
The notebook computer is brand new and the modem behaved like this the first time I tried it. I've talked to the phone company and the phone line signal is ok. I've also tried with different cables and other phone lines but the behavior is the same.
Don't hesitate to give me your theories, my biggest concern is whether I need to send it back or if I can fix it myself!

It sounds like your modem is just sitting constantly off-hook. You can set the modem initialization string to automatically hang up the connection when the modem is initialized. To change the setting:
- Goto Start, Control Panel, Phone and Modem Options
- Options are displayed with Dialing Rules tab; Click the Modems tab; highlight the modem, then click the Properties button.
- Click the Advanced tab on modem properties.
- The modem properties are displayed with the General tab highlighted. Click the Advanced tab.
Your system may or may not have something in the Extra Initialization Commands box.
If it does:
- Search for "H1" in the string and change it to "H0" (H Zero)
If it has a string but does not have "H1":
- Add "H0" (H Zero) without the quotes to the end of the string.
If there is nothing in the box:
- Put "ATH0" without the quotes into the box.
The ATH0 command instructs the modem to go on-hook. You should then be able to operate the modem normally.
As for the modem appearing to dial but never actually connect, listen very closely and see if you can still hear the dialtone between the digits. If you can hear it, that means the phone company is expecting pulse dialing instead of tone. I know this sounds out in left field, but I have gone on-site to homes and found people without tone dialing so I figured I'd bring that part up.
I have a feeling that making the initialization string change I detailed above will fix both problems at once.
As for the brand of the modem you have, Conexant (also known as Rockwell) is the name of the chipset in the modem. If just having "ATH0" does not work, I would suggest a string of "AT&F&C1&D2H0"
If you are curious as to what this string does, here is the breakdown:
AT - Modem attention phrase
&F - Reset modem to factory settings
&C1 - Data Carrier (Detect a hardware signal that notifies the software that the modem is in communication with another modem. Most software’s will not start-up properly if the DCD is active. &C1 is the normal setting.)
&D2 - Data Terminal Ready (This setting will tell the modem to automatically hang up when this signal is dropped by the modem. &D2 is the normal setting.)
H0 - Tells the modem to go on-hook.

Could be just a defective modem. Have you tried a different modem or see how this modem behaves on a different machine?
