Date of new incoming emails in Outlook 2003 showing 8 hours ahead of actual time after changing modems

I'm running XP Home. I installed a new Netcomm NB1 ADLS modem and immediately noticed that the date for all new incoming emails in Outlook 2003 is 8 hours ahead of the actual date. I've rechecked my time, date and region settings and they are all correct. I've also looked on the net for answers and haven't had any luck. I've also been assured by the modem manufacturer that nothing in the modem would cause this to happen. Any clues?
