Deploying RAS Dialup settings to laptops

So I'm given the task of deploying a new ISP connection for all of my laptop users, as we switched providers for Dial-Up access. So far, I have gotten everything to be scripted except for the Username\Password combination used for the dial-up session. Using one of the laptops, I manually created the new dial-up connection (along with user credentials), then saved the altered rasphone.pbk to the network for deployment from/to the following folder:
"C:\Documents and Settings\All Users\Application Data\Microsoft\Network\Connections\Pbk\"
Using a registry import, I also got the Area Code and Dialing Rules (since we are going to an 800 number) to import properly for that connection as well.

Utilizing a registry capture, I found that the user/pass credentials are stored in the following key in the registry:  HKLM\Security\Policy\Secrets\L$RasDefaultCredentials#0
However, this entire "Security" Key is locked out from reading or altering to everyone, unless permissions are modified to import the settings. If I open the key with permissions, I am able to import the credentials, and it works correctly, but this leaves the registry key open and vulnerable.
So my question is this... Is there an alternate way to import the logon credentials for the dial-up user without actively modifying the registry, or a way to revert back to previous security settings for this key and all subkeys?
